Are you aware there are more than 5.3 Billion smartphones and tablet devices being utilized worldwide? It's true. And many of the users are downloading new apps weekly, even.... DAILY. Why? Apart from Twitter's own terms of service which prohibit obvious things like harassment, transmitting viruses and spamming other members, there really aren't many rules to the site. You can essentially use Twitter however you like. Google AdSense is currently the reigning King of contextual advertising services. But the King always faces challengers to the throne. Kontera, Chitika and Intellitext have managed to absorb a small piece of Google's market, but they've barely made a dent thus far.
